I have chapped hands, Is it permissible to put olive oil on them on Shabbat? (and smear it?), as its a highly thin oil…
Is there a difference if its mildly or very chapped?

It’s permitted provided that you regularly put oil on when you don’t have chapped hands.
If you only put it on when it’s chapped then it’s refuah on Shabbos and forbidden.
