We purchased some dishes when the mikvaos were closed to the public use during covid, so they could not be toivelled. We applied meat/dairy/parve stickers to them. Now that the mikvaos are open, do we need to toivel them? Must the stickers be removed first, since we want them on permanently?

They certainly need to be toiveled now.
As for removing the stickers, if possible, it is preferable to remove them. If this would be a big hassle, or if it will be difficult to completely remove all the glue, then you can leave them on (it is better to leave the whole sticker on, rather to try and remove it and leave some small remnants of glue).
