Peninei Halacha states, without limiting it to Ashkenazim, that during the Nine Days one may eat meat and drink wine at a se’udat mitzvah, such as a brit milah, a pidyon haben or a siyum masechet. He adds, citing the Mishnah Berurah, that a siyum should not be scheduled specially for this. It should be held only by someone who finishes a tractate in his normal course of study and always makes a meal for such a siyum.
The Kaf HaChaim, a leading Sephardic authority, comments on the Rema’s words “or a milah and the like.” He explains that “and the like” includes a pidyon haben meal and a siyum masechet. This means a siyum counts as a se’udat mitzvah at which meat is permitted.
- Peninei Halacha, Zemanim 8:15 — meat and wine are permitted in the Nine Days at a se’udat mitzvah such as a brit milah, pidyon haben or siyum masechet; a siyum should not be specially scheduled for this purpose
- Kaf HaChaim, Orach Chaim 551:140 — the se’udat mitzvah exemption for meat includes a pidyon haben meal and a siyum masechet
